Thanks everyone for stopping by. It was a brilliant find. Thanks to a well known auction site whose name begins with E. I bought this back in March and what is wonderful is that Edgar Bowring is the brother of relative. Despite that, it really is a piece of social and political history. There is a document in the scrapbook which shows that Edgar lost his parliamentary seat and went up to London to speak in the House of Commons. So, this does look like it was the scrapbook of Edgar himself, rather than someone else keeping a scrapbook about his Political career.
